On the 4th anniversary of the Maraş initiative, President Ersin Tatar highlighted the significant developments since the partial opening of the closed-off area of Maraş in the TRNC. Tatar, who oversaw the implementation of the opening as Prime Minister, emphasized the long-term vision of revitalizing the region both economically and politically.
Maraş Reopening Brings Political and Economic Benefits
President Tatar outlined the process that led to the reopening of part of the previously closed Maraş area to the public on October 8, 2020. He noted that since the reopening, Maraş has attracted over 2.2 million visitors, with 90 percent of tourists to the TRNC making it a must-see destination. Tatar underscored that this initiative has reinforced the TRNC's two-state policy, highlighting sovereign equality and equal international status.
Plans for Development and Renovation
Looking ahead, Tatar emphasized a vision for further development in Maraş, including the demolition and reconstruction of certain buildings while renovating others. These efforts aim to integrate the area into the national economy. "The opening of Maraş has already brought significant direct and indirect contributions to our economy," Tatar remarked, expressing optimism that the Immovable Property Commission will play a key role in resolving remaining property issues.
Tatar pointed out the historical context surrounding the property disputes in Maraş, emphasizing that much of Cyprus was converted into foundation property after 1571. He noted that the British administration, contrary to the 1878 agreement, transferred foundation properties in Maraş to Greek ownership. The Cyprus Foundations Administration (EVKAF) is currently challenging these actions, with the judiciary considering the objections. Tatar expressed hope for resolution through legal channels.
A Shift from Negotiation to Assertion of Sovereignty
Tatar recalled that Maraş had been a key point of discussion during both the Annan Plan Referendum (2004) and the Crans-Montana talks (2017), where its potential return to Greek control was considered. However, he emphasized that with the failure of negotiations based on a federation model, the TRNC is now pursuing its own path as a sovereign state, asserting that all rights over Maraş belong to them.
Maraş Initiative Timeline
The Maraş initiative took shape with the Council of Ministers' decision on June 18, 2019, to explore reopening the district of Famagusta, which had been closed since 1974. A scientific inventory study was conducted, leading to the opening of Democracy Street and part of the coastal area within TRNC borders on October 8, 2020.
The second phase of the Maraş initiative saw another region being demilitarized on July 12, 2021, making 3.5 percent of Maraş accessible for civilian use. TRNC authorities continue to encourage Greeks and third-country citizens with property in Maraş to apply to the Immovable Property Commission.
While the Greek Cypriot Administration of Southern Cyprus (GCASC) opposes these initiatives, the TRNC maintains its stance, emphasizing that it will retain control over Maraş due to its sovereignty in the region.
